The National Computer Center (NCC) traces its roots to the former Presidential Economic Staff (PES) - Department of National Defense (DND) Computer Center, which was created through a Memorandum of Understanding between the PES and DND on June 30, 1968. However, it was Executive Order 322 that formally established NCC on June 12, 1971. As a joint project of the PES, the DND and the National Science Development Board, NCC was created and placed under the Office of the President. Its fundamental functions were to provide information bases for integrated planning and implementation of development programs and operational activities in the government. It was also tasked to provide computer service support, integrate electronic data processing (EDP) operations in government, and establish an EDP Educational Center. Presidential Decree 1480, titled “Providing for the Restructuring of the National Computer Center”, and issued on June 11, 1978, further strengthened the powers of NCC. So Malaysia Tourism Promotion Board (MTPB) will also take the initiative to promote visits by foreign tourists not only for revenue generation, but to promote cultural exchange between Malaysia and rest of the world.

(2) APAMI (Asia Pacific Association for Medical Informatics)
The Asia Pacific Association for Medical Informatics (APAMI) is a new and important regional group within the IMIA (International Medical Informatics Association) and it represents an extension of IMIA's global interests in promoting IT health. To date, the APAMI family comprises of 13 members, nearly all of whom are representing their national health informatics associations. These are Australia, China, Hong Kong, Indonesia, Japan, Korea, Malaysia, New Zealand, Philippine, Singapore, Taiwan, Thailand and Vietnam. Member societies from India, Kazakhstan and Sri Lanka are corresponding members.

(4) Bellanet
Since 2003 Bellanet has been directing resources to strengthening its presence in Latin America, Asia and Africa. In 2004-2005 Bellanet's presence in Asia and Latin America was increased and the Africa office in Kampala started operations, while discussions continued regarding a second proposed African node for Bellanet with another organization in Africa. The expansion of Bellanet presence in the South comes with challenges. A large part of the challenge associated with this strategy is integrating the Bellanet offices in the regions with their host organizations. Agreements are drawn up in each case outlining the mission and vision, target groups, strategic and operational plans and relationships with the different stakeholders in each of these organizations. The Bellanet International Secretariat is a multi-donor initiative created with the mission to promote and facilitate effective collaboration within the international development community, especially through the use of information and communication technologies (ICTs) from its four offices in Ottawa, San José (Costa Rica), Kathmandu and Kampala.

(5) Commonwealth Connects
The Commonwealth Connects Programme is helping to bridge the deepening Digital Divide across the 53 countries of the Commonwealth. In an attempt to mitigate this increasing digital fragmentation, a collaborative effort of the Commonwealth Secretariat, Commonwealth partner agencies and member countries has formed the Commonwealth Connects Programme.It is a multi-stakeholder partnership aimed at tapping available Commonwealth resources to fast track positive change. It is a unique initiative that enables the transfer of technology and expertise across the whole Commonwealth. In 2005, the 53 Heads of Government met under the theme “Networking the Commonwealth for Development”. At a previous CHOGM, Heads of Government had endorsed what was previously the 'Commonwealth Action Programme for the Digital Divide', now known as the 'Commonwealth Connects Programme', that identified broad programme areas where the Commonwealth had a comparative advantage, in the context of international collaboration, due to a shared legacy of institutional and regulatory development.

(4) ISiTeH
The IsfTeH exists to facilitate the International dissemination of knowledge and experience in Telemedicine and eHealth and to provide access to recognized experts in the field worldwide. The seed of the International Society for Telemedicine was planted at the First International Conference on the Medical Aspects of Telemedicine, held in Tromsø, Norway in 1993. A second attempt was made at the Second conference, held at the Mayo Clinic in 1995 in conjunction with the 2nd Mayo Telemedicine Symposium. The Third International Conference on the Medical Aspects of Telemedicine was held in Kobe, Japan in May 1997. ISiTeH’s goal is to promote & support telemedicine/ e health activities worldwide. It is primarily an umbrella for national Telemedicine and eHealth organizations. The ISfT was re-started on September 14th, 2003 in Tromsø (Norway) on the occasion of the 8th International Conference on Telemedicine.

The Indo-USAID programme on Financial Institutions Reform and Expansion (FIRE-D) for developing a long-term debt market for viable urban infrastructure projects was launched in 1994. The programme envisages development of a viable urban infrastructure finance system that could support development of debt market in India by using the Housing Guarantee funds for contemplating the issuing of debt instruments to finance urban infrastructure project. The Swiss Agency for Development and Cooperation (SDC) works in India with a central focus on poverty reduction with a concentration on the semi-arid rural regions of the country.
