(2) National Computer Centre, Phillppines (NCC)

The National Computer Center (NCC) traces its roots to the former Presidential Economic Staff (PES) - Department of National Defense (DND) Computer Center, which was created through a Memorandum of Understanding between the PES and DND on June 30, 1968. However, it was Executive Order 322 that formally established NCC on June 12, 1971. As a joint project of the PES, the DND and the National Science Development Board, NCC was created and placed under the Office of the President. Its fundamental functions were to provide information bases for integrated planning and implementation of development programs and operational activities in the government. It was also tasked to provide computer service support, integrate electronic data processing (EDP) operations in government, and establish an EDP Educational Center. Presidential Decree 1480, titled “Providing for the Restructuring of the National Computer Center”, and issued on June 11, 1978, further strengthened the powers of NCC. The first 10 years of NCC’s existence were devoted to introducing the use of computers to the government.

Since 2003 Bellanet has been directing resources to strengthening its presence in Latin America, Asia and Africa. In 2004-2005 Bellanet's presence in Asia and Latin America was increased and the Africa office in Kampala started operations, while discussions continued regarding a second proposed African node for Bellanet with another organization in Africa. The expansion of Bellanet presence in the South comes with challenges. A large part of the challenge associated with this strategy is integrating the Bellanet offices in the regions with their host organizations. (5) Commonwealth Connects
The Commonwealth Connects Programme is helping to bridge the deepening Digital Divide across the 53 countries of the Commonwealth. In an attempt to mitigate this increasing digital fragmentation, a collaborative effort of the Commonwealth Secretariat, Commonwealth partner agencies and member countries has formed the Commonwealth Connects Programme.It is a multi-stakeholder partnership aimed at tapping available Commonwealth resources to fast track positive change. It is a unique initiative that enables the transfer of technology and expertise across the whole Commonwealth. In 2005, the 53 Heads of Government met under the theme “Networking the Commonwealth for Development”. The IsfTeH exists to facilitate the International dissemination of knowledge and experience in Telemedicine and eHealth and to provide access to recognized experts in the field worldwide. The seed of the International Society for Telemedicine was planted at the First International Conference on the Medical Aspects of Telemedicine, held in Tromsø, Norway in 1993. A second attempt was made at the Second conference, held at the Mayo Clinic in 1995 in conjunction with the 2nd Mayo Telemedicine Symposium. The Third International Conference on the Medical Aspects of Telemedicine was held in Kobe, Japan in May 1997. ISiTeH’s goal is to promote & support telemedicine/ e health activities worldwide. It is primarily an umbrella for national Telemedicine and eHealth organizations. The ISfT was re-started on September 14th, 2003 in Tromsø (Norway) on the occasion of the 8th International Conference on Telemedicine.

The Lanka Jatika Sarvodaya Shramadana Sangamaya (Sarvodaya) is Sri Lanka’s largest and most broadly embedded people’s organisation, with a network covering: 15,000 villages, 345 divisional units, 34 district offices; 10 specialist Development Education Institutes; over 100,000 youth mobilised for peace building; the country’s largest micro-credit organization (through SEEDS, Sarvodaya Economic Enterprise Development Services); a welfare service organisation serving over 1,000 orphaned and destitute children, underage mothers and elders (Sarvodaya Suwa Setha); and 4,335 pre-schools serving over 98,000 children. Sarvodaya started telecentres as a strategy to compile correct information, which would expand the knowledge horizons of the people and assist them in their development and empowerment. The Malaysian Communications and Multimedia Commission (MCMC) is the regulator for converging the communications and multimedia industry. KATALYST is one of the largest projects by DFID, SDC, Sida and CIDA, which work in the field of SME promotion. It works together with the Ministry of Commerce, Bangladesh. KATALYST was started in 2002 and is currently active in more than 30 sectors: manufacturing sectors such as plastics, furniture, agro tools; agricultural sectors like pond fishery, vegetables, maize and poultry and in service sectors, such as accounting, marketing and quality management. The project’s activities run nationwide with a special focus on areas in and around Dhaka, Faridpur, Rajshahi, Rangpur, Bogra and Jessore. KATALYST works in growing sectors where the poor participate in large numbers as producers, employees and consumers. KATALYST also works with business associations to improve the enabling environment for businesses. It identifies and analyses markets by using a variety of tools like sub-sector analysis, cluster analysis, UAI surveys and enabling environment studies. Business associations play a critical role in advocating for better rules and regulations and the project also works on this. Designmate is a 19-year-old 3D animation house. In the past 6 years, Designmate has developed an educational product called "Eureka” covering science and mathematics subjects. Designmate started marketing Eureka two years back. Eureka has the largest client base as an ICT teaching aid and is in use by more than a million students. Eureka is a unique teaching aid for learning and teaching Science and Mathematics. It covers valuable content for class 1 to 12; has over 5000 topics in 135 gigs of data, over 275 hours of playing time; a voice over, that can be muted, helps explain the concepts; and has metadata technique that enables the user to access any topic within 3 clicks. The topics have been visualized with the help of high quality 3D animations. Schools can deploy these topics through a LAN/ Server arrangement, to reach all classrooms. In the classrooms, with the use of a TV, it becomes a very effective teaching aid for the teachers. Using ‘Eureka’ 3D animated topics teachers can easily evolve and explain difficult concepts to the students without having to turn the back to the class and retain class control; thus, enhancing the learning outcomes in the classroom.
